The Assembly is the building's governing body and decides on maintenance, finances and the common parts of the building.

If the Assembly is not formed, the owners are in breach of the Law on Maintenance of Residential Buildings. The competent local-government authority can open proceedings and impose fines. In addition, without a formed Assembly the building cannot open a bank account, lawfully collect maintenance funds, or make legally valid decisions about managing the building.

Yes. Under the Law on Maintenance of Residential Buildings, every owner of a separate part of the building (an apartment, office or garage) must contribute to the cost of maintaining the building's common parts. The fee is calculated from the unit's area and the point value set by the Assembly (a minimum of EUR 0.20). Non-payment is a debt that can be collected through the courts.

The entrance manager can be a natural or legal person appointed by the Assembly of Apartment Owners. This can be one of the apartment owners in the building, a professional manager or a property-management company. The manager is appointed by an Assembly decision, and a contract on mutual rights and obligations is concluded with them.

The chairman of the Assembly of Apartment Owners can be any owner of a separate part of the building (an apartment or office) elected by an Assembly decision at the constituent session. The chairman represents the Assembly, convenes sessions and signs decisions on behalf of the apartment owners.
